The City Commission comprises the legislative branch of the City of Sanford. The City Commission is governed by the City
Charter and by the State constitution and authorizing legislation. The City Commission is responsible for the establishment
and adoption of policy, approving budget, determining the tax rate, and formulating broad long-term policies that outline
the City's public functions. The execution of such policy is delegated by the Commission to their appointed City Manager.
Commissioners are elected by district and serve a four-year overlapping term. The Mayor is elected-at-large and also serves a
four year term.

The City Manager is the chief administrative officer of the City.While the Commission sets the policies of the City, the City
Manager is responsible for the operational management of all City activities, the direct supervision and administration of all
departments, offices and agencies of the City, the enforcement of the City's laws and policies, preparation and the presentation
of annual financial reports and the annual budget. Also included in the City Manager's office are all Economic Development activities,
Budget and Research and the grant-funded Youth/Build Program.

The City Clerk serves as the official record-keeper for the City, maintaining the minutes of all Commission meetings and
recording all ordinances, resolutions and other actions of the Commission. In addition, the Clerk must ensure that all meetings
are held "in the Sunshine" with legal notice and in compliance with public records laws. The Clerk is responsible for retaining
and disposing of City records under Florida records laws. The City Clerk is also responsible for publishing the agenda and
supplemental information for all Commission meetings.

The Finance Department must ensure complete and accurate accounting of all transactions, and is responsible for reporting all
financial information in accordance with professional accounting standards and federal, state, and local laws. This department
handles the payroll for all City employees, pays all invoices for goods and services used by City departments, records and tracks
Fixed assets, monitors grant funding and manages the City's investing and borrowing activities.
The Information Services Division plans, coordinates and deploys all technology systems for the City, as well as providing ongoing
management, monitoring, support and maintenance of the City's central technology infrastructure. The Finance Department also
includes the Purchasing function. Managing the procurement process citywide, with the objective of providing the most cost-effective
acquisition and delivery of all products and services utilized by the various departments of the City.

The Human Resources/Risk Management Department exists to provide an organizational framework to recruit, select, classify,
compensate, develop, train and reward the City's diverse workforce, while ensuring an environment that optimizes productivity,
efficiency and effectiveness. Risk Management is another component of Human Resources which oversees almost $8 million in
liability, property, workers compensation and health insurance. The City administers liability, property, casualty,
workers compensation and employee health insurance with a combination of self-insurance and risk outsourcing.

The Sanford Fire Department has been providing service to our citizens since 1873. The Fire Department is the second largest
department in the General Fund. The Fire Department contains three divisions: Administration, Operations, Building and Fire
Prevention. These divisions operate to assure our residents and businesses are protected from fires. The department also
provides emergency medical services.

The Leisure Services Department is dedicated to providing a comprehensive program that includes all phases of leisure and
recreation services.The goal is to provide a wide variety of activities and facilities to accommodate the leisure pursuits
of our residents in every stage of their life: youth, adult and elderly. This department also manages the operation of the
City's many recreational facilities such as the Sanford Civic Center, Bettye D. Smith Cultural Arts Center, Sanford Museum,
Sanford Senior Center, Historic Sanford Memorial Stadium and the Larry A. Dale Aquatic Center.

The Police Department is the largest department in number of employees. This reflects the nature of this 24/7 operation and
the deep commitment of our citizens to a safe community. The department contains three divisions: Administration, Uniform and
Investigations.
Police Mission Statement: It is the mission of the Sanford Police Department to enhance the quality of life in our city
by working in partnership with the community, within the framework of the constitu- tion, to enforce the laws, preserve the peace,
reduce fear, and provide a safe environment.

The Planning and Development Services Department is responsible for the administration of the City's Comprehensive Plan
and Land Development Regulations. The department also issues permits for site development and development orders. In addition
to working with developers on these items, many require coordination and approval by the Commission under special hearing and
notice requirements. Planning also coordinates the activities of the Planning and Zoning Commission, the Historic Preservation
Board and the Development Review Team.

The Public Works Department includes a variety of divisions, most of which are dedicated to the construction operation
and maintenance of infra- structure. This department handles a variety of issues from maintaining city streets, parks,
cemeteries, street and traffic lighting, repair of city vehicles and equipment, debris removal, fabrication and installation
of street signs as well as public health issues for stormwater construction and maintenance, residential and commercial trash
pick up and pest control. They are a vital part of all City Special Events by keeping the event sites debris free and installing
requested amenities.

The City has water plants and sewer treatment facilities throughout the city. They also provide reclaimed water for irrigation,
residential and commercial uses. This department is responsible for installation and maintenance of water and sewer lines.
They also review all construction for utility code compliance. The department also has the Customer Service Division for all
Utility functions from meter reading, billing, payment receipts, billing questions, and public education for water conservation.

The Community Improvement Department assists the citizens of Sanford in keeping their neighborhoods in compliance with City codes.
Keeping properties code compliant protects and enhances property values and makes the City a more attractive place to live, work
and shop. Community Improvement is primarily responsible for enforcement of most of the City's Code of Ordinances and
Land Development Codes.

The City Attorney is one of two Charter Officers set forth in the City Charter. Section 4.03 of the City Charter provides that
"[t]he City Commission shall appoint a City Attorney who shall act as legal advisor to the municipality and its officers in matters relating to their official duties.
Upon request, the City Attorney shall furnish the City Commission, the City Manager, or through the City Manager the head of any department,
his or her opinion on any question of law relating to their respective duties. The City Attorney shall perform such other duties as the City Commission may require."
MISSION STATEMENT:
The mission of the City Attorney is to provide excellent, prompt, practical, solution oriented legal advice to the City Commission, City staff, and boards and
commissions of the City of Sanford. The City Attorney seeks to integrate the legal function with administrative and policy functions of the City in order to assist
in achieving the City Commission's objectives and goals for the citizens of the City.
ROLE OF THE CITY ATTORNEY:
The City Attorney performs the following essential functions as well as numerous others as needed:
Advises the City Commission, City advisory boards and commissions, and City staff on all legal issues
that they face on daily basis in the complex area of municipal operations in Florida.
Represents the City Commission, City staff, and the City as an institution and organization either directly or through
special counsel relationships before administrative bodies and before all courts in all litigation such as contract disputes,
specialty municipal litigation, environmental, and elections matters.
Provides legal advice and drafts and array of legal instruments and documents affecting the legal rights and obligations of the City in a wide array of areas affecting the City.
Provides legal guidance as to the administration and enforcement of the City Code in matters such as contracts, code enforcement,
and land use regulation; and otherwise administers the legal business of the City through managing legal services to assure excellent quality,
responsiveness and value in performing legal work for the City.

City Board Descriptions
Citizen's Advisory Board
The Citizen's Advisory Board presents suggestions and recommendations to the Police Chief and City Commission regarding law enforcement needs and resources.
Meetings are held on the 2nd and 4th Wednesday of each month at 7:00 P.M.
City residency is not required.
Community Redevelopment Agency (CRA)
The CRA is the redevelopment agency authorized to carry out the redevelopment of the areas designated as the Lake Monroe Waterfront and Downtown Sanford Community Redevelopment Area and the Seminole Towne Center Community Redevelopment Area.
Meetings are held on the 1st Wednesday of each month at 4:00 P.M. in the City Manager's conference room.
Firefighters' Retirement System Board of Trustees
The Board of Trustees is an independent entity established by State law, City Charter and Local Ordinance. The Board of Trustees acts as the fiduciary of the Firefighters' Retirement Fund, thus defraying the reasonable expenses of administering the Plan.
Meetings are held on the 1st Tuesday of February, May, August and November, or more frequently as needed. City residency is required for two (2) members appointed by the City Commission.
Historic Preservation Board
The Historic Preservation Board oversees Sanford's historic
commercial district, which was established in 1985, and the
residential historic district, which was established in 1993.
The board promotes the educational, cultural, and economic
welfare of the City by preserving and protecting visible
reminders of the history and cultural heritage of the City,
State, and Country as well as by encouraging new developments
that will be harmonious with the existing historic area.
The board meets on the 4th Thursday of each month at 5:30 P.M.
City residency is not required.
Planning and Zoning Commission
The Planning and Zoning Commission acts as the Local Planning Agency
and Land Development Regulation Commission. It recommends to the City
Commission all plats, planned developments, and the boundaries of all
zoning districts. The Planning and Zoning Commission reviews, and
approves or disapproves all site plans and most conditional uses.
It develops and recommends all development regulations and the
Comprehensive Plan.
The Commission meets on the 1st and 3rd Thursday of each month.
City residency is not required.
